The users that work don't have exchange cached mode checked. Any other ideas?

We are experiencing the same thing, however, since we are in a terminal server environment we would not want to use Exchange Cached Mode or we would be storing copies of mailboxes for all users on the same server. This would obviously not work. Any thoughts for this?
