Fatal Error applying SP2 to GP 9.0 on Vista

Ran into this a couple of times so wanted to document it on my own site for easier recall.  Credit to Jason Hartman and this post.  To fix the problem, you need to apply SP1 for .Net Framework 1.1, found here.
